Pupil and School Support Birmingham SEND Toolkits

Why this is leading practice

 Our Toolkits challenge and support every school to reflect upon how they identify pupil cognition and learning difficulties and ensure assessment and identification of needs is accurate. They ensure that the provision driven from toolkit criteria is personalised; looks into each pupil’s needs ; has a greater focus on outcomes and empowers school, parent and pupil to work together to address needs. Driving the graduated approach, the toolkits support and enable regular reviews and evaluation of the impact of support; ensuring that lessons and intervention are planned to address potential areas of difficulty and barriers to pupil achievement are removed.

Impact to date

 The toolkit is currently being used by over 330 school and from feedback it shows that their is in excess of 90% who rate it as effective or highly effective. The Toolkit is also good at highlighting the strengths of the children, giving them the chance to celebrate success and increase their self-esteem, rather than only highlighting their short-comings.  The Toolkit is quick to use, generates reports and teachers can hyperlink to teaching and learning advice pages to address misconceptions and break down tasks. The Toolkit is able to show progress made by the disadvantaged pupils even though they may remain below Age Related Expectations.

Rationale / Start Point

 The Toolkits were initially a response to the government and Ofsted to ensure fair, equitable and targeted distribution of funding for pupils with SEN. However over time these Toolkits have evolved to provide support to schools that goes far beyond providing equitable funding. Following the fundamental criteria of the Code of Practice, the Toolkits support the implementation and evidencing of the graduated approach to SEN in schools.


Key Strategies

 The Toolkit is an identification tool used to audit language and literacy and numeracy skills in order to assess the level of support that the SEND/Underachieving pupils need, whether it is universal, targeted or specialist provision. It uses a common language so all schools, parents and practioners understand how it works. It assesses what a pupil can do, what a pupil can't do and what they need to improve. It's value during transition from year to year or school to school is tremendous. It can also identify how parents can support their child with their learning at home. Start-up training, refresher training and leader training are all part of the process so schools can remain up to date with changes.

Sustainability and Further Development

 The literacy Toolkit is well established and embedded with the Maths Toolkit now being introduced in to more schools. Further work is now taking place working on an EAL Toolkit. The team are now looking to support schools further afield on a non-profit making basis to further support SEND pupils beyond Birmingham.  Further school to school support and collaborative work will focus on the use of the Toolkit for SEND pupils. The development of Parent Ambassadors is now underway so parents can run support groups.
